Admin Aproval to Update Profiles

I want an admin to approve user's profile change request before the form reflects. I'm pretty sure this function would make a great innovation in the school world. It would enable schools to make a "Students and Parents Information Management Website", in which parents make their accounts and register their children's information in their My Page. If parents could change their data under admin's approval, the website would save tons of time for office staff and teachers.
